University of Wales Trinity Saint David’s UK launch of Entrecomp – the European Competence Framework, attracts colleagues and experts from across the UK and Europe
Around 120 colleagues and experts from across the UK and Europe attended the University of Wales Trinity Saint David’s UK launch of Entrecomp – the European Enterprise Competence Framework. The conference entitled ‘Putting the Entrepreneurial into Learning’, took place at UWTSD’s The Alex Reading Room in Swansea. The conference was led by Bantani Education of Brussels in collaboration with UWTSD’s International Institute for Creative Entrepreneurial Development (IICED), whose Director, Professor Andy Penaluna and Enterprise Manager Kathryn Penaluna, have played an integral part in the launch of the EU’s Sense of Initiative and Entrepreneurship Competence (EntreComp) framework. In particular, Professor Penaluna was instrumental in the newly launched Skills Agenda for Europe which aims to ensure that the right training, skills and support is available to people to help them find quality jobs and improve their life chances.

In particular, Professor Penaluna was instrumental in the newly launched Skills Agenda for Europe which aims to ensure that the right training, skills and support is available to people to help them find quality jobs and improve their life chances.
Professor Medwin Hughes, DL, Vice-Chancellor said: “The work of the International Institute for Creative Entrepreneurship Development is an excellent example of how the University’s research impacts on international policy. Employability and Entrepreneurship are key delivery themes for UWTSD; such skills are embedded throughout our programmes and enable our students and graduates to make a real difference to society. I am proud of the University’s role in the development of the EntreComp Framework and I am grateful to Professor Penaluna and his team for their leadership”.
Working in collaboration with a number of partners, including Enterprise Educators UK, The National Centre for Entrepreneurship in Education (NCEE), the Higher Education Academy, the Institute for Small Business and Entrepreneurship and the Institute of Enterprise and Entrepreneurs (IOEE), the conference explored the relevance and practical implementation of entrepreneurial learning outcomes in all settings, from primary education to employment training. Discussions included the importance of sharing best practice to motivate and embed creativity in learning programmes and establishing a common language that can bridge the world of education and work.
The one-day event was also attended by year 11 pupils from Pentrehafod Comprehensive in Swansea who took part in the discussions during the event.
Chris John, Curriculum Enrichment co-ordinator said, “Pupils from Pentrehafod found the event inspiring and informative. They really appreciated being invited and knew that their opinions were being valued and can help. It was hard to drag them away from the event and instead of going home, they returned to school to write down their own opinions as to how entrepreneurial education should look in the future. They very much hope that they will have the opportunity to help develop the framework.”
Professor Andy Penaluna said: “The conference offered the opportunity to understand the policy behind entrepreneurial learning, find out about the just launched Entrecomp tool and hear from practitioners about how it can work in practice. What was really valuable was also hearing the pupil perspective from Pentrehafod, they really want to work with this type of thinking.
"Let’s not forget this is the cutting edge of education that aims to develop learners who are creative, innovative and can seize opportunities to change things for the better. Skills like these can help entrepreneurial people to make change, whether it be social and environmental or business related. They’ve often been taken for granted in education, but now we have guidance that makes explicit what’s needed across Europe and beyond. UWTSD’s IICED work has been central to these developments and we are proud of what we have been able to contribute to this game changing guidance.”
The conference featured a special video introduction by Ana Carla Pereira, Head of Unit at European Commission DG Employment, Social Affairs and Inclusion and a welcome address by UWTSD’s Professor Mike Phillips, Pro Vice-Chancellor for Research Innovation Enterprise and Commercialisation.
Elin McCallum of Bantani Education and former policy officer at the European Commission delivered a talk, entitled, ‘Making the Connections’ and ‘Entrepreneurial Take-Away’ and Professor Penaluna discussed ‘Using Learning Outcomes to Drive Recognition and Assessment.’ Margherita Bacigalupo of the Joint Research Centre, European Commission, give an introduction to Entrecomp – entitled, ‘Supporting a Shared Understanding of Entrepreneurial Learning.’
Margherita Bacigalupo told the conference that helping citizens develop their sense of initiative and entrepreneurship was a European priority. “Entrecomp can facilitate peer learning on how to deliver successful learning outcomes,” she added.
“It is extremely important to speak to stakeholders and to listen to their concerns and needs - so that we can support them to develop the implementation stage.”
We are grateful to UWTSD for arranging to bring together such a diverse group of stakeholders who openly shared so many of their views and opinions.

The past 21 months has seen a group of experts working hard on the project to deliver the definitive guidance document for European Citizens and Educators for entrepreneurial education at all levels.
UWTSD contribution included providing assistance in embedding entrepreneurship education throughout the primary and secondary curriculum in the Republic of Macedonia. The initiative saw Elin McCallum and Catherine Brentnal of ‘Are You Ready’ working with UWTSD’s IICED to develop entrepreneurial curriculum and specialist training for 2,500 teachers as well as the development of a handbook “How to teach entrepreneurship”. This initiative is believed to be the first of its kind in the world.
Professor Andy Penaluna said: “Our link with Macedonia started in 2011 during my tenure as Chair of Enterprise Educators UK, a UK education network who support and develop enterprise education. I was invited to the country to support its aim of setting up its own enterprise educators network. This was so successful that President Gjorge Ivanov of the Republic of Macedonia, invited me to return to the country and speak to its businesses about employability. It was clear that there needed to be a policy for entrepreneurship education and the Macedonian government agreed. The President then asked UWTSD to help develop the policy with the European Training Foundation in Turin, and the project progressed from there.”
The framework has been established by the European Commission’s Joint Research Centre - Institute of Prospective Technological Studies (JRC IPTS). Dr Yves Punie, project leader at JRC IPTS greatly valued Andy's information exchange on their approach to Enterprise and Entrepreneurship Education, as well as his active contribution to the Expert workshop that kicked off the project in Seville in March 2015 and by iteratively providing feedback on JRC IPTS research outputs.
JRC IPTS has said it would be pleased with follow-up support from UWTSD’s IICED on the further development of the European Entrepreneurship Competence framework.
Professor Penaluna, who led on advising the creativity, innovation and opportunity recognition sections of the initiative said: “After 10 years of discussion, some of which culminated in Strasbourg, where UWTSD’s Enterprise Manager Kathryn Penaluna, presented alongside the Commissioner for Employment, a framework for the entire EU has been agreed.
“It is a significant milestone and one that aims to better enable citizens to assess the relevance of learning offers. Here at UWTSD, we are proud to have been a part of it. It supports many of our creativity and innovation learning proposals and as a major partner in the development of this guidance, UWTSD is well placed to respond to the challenges these new approaches will bring. When you get down to it, our message is really quite simple, we want to develop imaginative people who not only dream a future, they can work out the best ways to make it happen."
The development of the entrepreneurial capacity of European citizens and organisations is one of the key policy objectives for the EU and Member States. Ten years ago, the European Commission identified Sense of Initiative and Entrepreneurship as one of the 8 key competences necessary for a knowledge-based society.
Entrecomp was launched as part of the New Skills Agenda for Europe, which has identified a number of actions to ensure
that the right training, the right skills and the right support is available to people in the European Union. It will aim at making better use of the skills that are available; equip people with the new skills that are needed - to help them find quality jobs and improve their life chances.
The EntreComp framework proposes a shared definition of entrepreneurship as a competence, with the aim to raise consensus among all stakeholders and to establish a bridge between the worlds of education and work. Developed through a mixed-methods approach, the EntreComp framework is set to become a reference de facto for any initiative aiming to foster entrepreneurial capacity of European citizens.
It consists of 3 interrelated and interconnected competence areas: ‘Ideas and opportunities’, ‘Resources’ and ‘Into action’. Each of the areas is made up of 5 competences, which, together, constitute the building blocks of entrepreneurship as a competence. The framework develops the 15 competences along an 8-level progression model and proposes a comprehensive list of 442 learning outcomes. The framework can be used as a basis for the development of curricula and learning activities fostering entrepreneurship as a competence. Also, it can be used for the definition of parameters to assess learners’ and citizens’ entrepreneurial competences.
