Background

Currently a Welsh Government Senior Civil Contingencies Adviser working within the Civil Contingencies and National Security Team and first point of contact for Wales Local Resilience Forums. Involved with providing senior level advice and support to Welsh Government and external Category 1 and 2 civil contingencies and emergency planning leads, including:

  • emergency services
  • local authorities
  • health boards
  • Public Health Wales
  • Natural Resources Wales
  • military and third sector organisations. 

Welsh Government representative on wide range of Wales groups such as Learning and Development, Mass Fatalities, Community Resilience and CBRN. Providing Welsh Government view on UK Resilience Strategy development and five-year review of the Civil Contingencies Act. Participating in the Welsh Government Review of Civil Contingencies in Wales. Lead Welsh Government representative on the Wales Gold (Strategic Co-ordinating Group) course planning group and Diamond Panel member, also Wales Gold Assessor trained.

Previous career roles include Welsh Government Senior Health Emergency Planning Officer providing advice and support to NHS Wales organisations and key member of a wide range of Health specific groups such as:

  • Mass Casualties, 
  • Infectious Diseases, 
  • Contest Prevent, 
  • Countermeasures,
  • Training and Exercising. 

Local Authority Emergency Planning Manager for many years leading Local Resilience Forum Groups such as:

  • Training and Exercising
  • Community Resilience
  • Business Continuity and Risk.

Part-time Tutor on the RSPH Level 4 Diploma in Health Emergency Preparedness, Resilience and Response course at Loughborough University and the MSc Hazard and Disaster Management course at University of South Wales.

Full member of the UK Emergency Planning Society, the UK Human Aspects and Community Resilience Professional Working Group and one of two Welsh Branch Executive Board Training and Exercise representatives.

Academic Interests

Academic qualifications include a Bachelor of Arts Degree, with Hons, in Graphic Design and Post-Graduate Certificate in Education. She has a Diploma in Emergency Planning, a PREVENT Train the Trainer Certificate and a Diploma in Civil Celebrancy. She is a member of the Wales Medical Emergency Response Incident Team (MERIT) faculty, a Joint Emergency Services Interoperability Principles (JESIP) course facilitator and qualified in Structured Debriefing.

Research Interests

  • Human aspects of emergency preparedness and response,
  • Lessons identified and their implementation,
  • The professionalisation of emergency planning.

Additional Information

 Julie has a Diploma in Civil Celebrancy and delivers funeral, memorial, interment of ashes, wedding, civil partnership, renewal of vows and naming services and ceremonies.
